2020 Scholarship Program

Warren Paul Cuplin – Warren graduated from Marble Falls High School with a 4.0 GPA plans to study civil engineering because as he stated in his essay, “civil engineers literally shape the world we live in.” He’s already done some field crew work with a surveying company, and plans to someday own his own firm.

Caleb Frasier Eaton – Caleb is a graduate of Round Rock High School and plans to attend Prairie View A&M to study mechanical engineering. An avid tennis player, he’s achieved the highest junior level as a state-wide super-champ.  He’s enrolled in a Summer Bridge program to acclimate to campus life while earning six college credits.  His plans for the future include completing a Master’s Degree program and working in disadvantaged communities.

Madison Mitchell – Madison graduated from Anderson High School and plans to pursue a degree in Civil Engineering and looks forward to a career in either project management or land development. She has decided to attend Texas A&M University.

Volunteer of the Year 2019-2020

This year, our Volunteer of the Year put in many hours of calls to school counselors, made in-person presentations, visited with school administrators and was on the brink of hosting what would have been an epic Construction Expo.  But we know that he’ll do it all again next time because he believes in this program and is determined to make it a success.  For this and all his other contributions to ACEA, I’m proud to announce that our 2019-2020 Volunteer of the Year Award goes to Frank Del Castillo.

Topic:  Williamson County Subdivision Regulations Update

On December 17, 2019, the Commissioner’s Court approved revisions to the Williamson County’s Subdivision Regulations.  These revised regulations were made effective immediately for all new applications received on or after December 17, 2019.  Terron Evertson, Williamson County Engineer, will provide an overview of the updates for Williamson County.

Topic:  TPDES Permit Updates

The state of Texas assumed the authority to administer the National Pollutant Discharge Elimination System (NPDES) program in Texas on Sept. 14, 1998. NPDES is a federal regulatory program to control discharges of pollutants to surface waters of the United States. The Texas Commission on Environmental Quality (TCEQ) Texas Pollutant Discharge Elimination System (TPDES) program now has federal regulatory authority over discharges of pollutants to Texas surface water, with the exception of discharges associated with oil, gas, and geothermal exploration and development activities, which are regulated by the Railroad Commission of Texas.  Patrick Hodgkiss, Compliance Resources, Inc., will provide an overview of the updates for the City of Austin.

Topic:  Austin Market Update

Speaker:  Vaike O’Grady, Austin Regional Director for Metrostudy

As Austin Regional Director for Metrostudy, Vaike O’Grady provides expertise to her clients with data, research, analysis and consulting services related to housing and residential construction. Vaike is a real estate veteran, having worked with developers and homebuilders across five states in a variety of market conditions. She started her career at the Home Builders Association of Maryland, then moved on to hold various sales and marketing roles in Maryland and in Florida with The Ryland Group. After working with a local Florida homebuilder, Vaike joined Newland Communities, leading marketing strategies and execution for master-planned communities throughout the Southeast. Vaike moved with Newland to Austin in 2010, where she led marketing efforts for the award-winning communities of Teravista, Falcon Pointe, and most recently, Rancho Sienna. She joined Metrostudy in 2016. Vaike actively participates in several industry associations and non-profit organizations, including holding leadership roles at ULI Austin, the Home Builders Association of Greater Austin, and the Williamson County Association of Realtors. She is on the Outreach Board at Peace Lutheran Church, and she volunteers with Austin Pets Alive and Mobile Loaves and Fishes. Vaike is a licensed Texas Realtor and an accomplished public speaker. She received her Bachelor of Arts Summa Cum Laude from Loyola University in Maryland.

Topic:  HB 3167 Overview of Implementation in Austin, plus DSD Updates

Speaker:  Andy Linseisen, Assistant Director, City of Austin Development Services Dept.

This last spring the Texas Legislature took a stab at speeding up land development permitting within the State of Texas.  This came in the form of House Bill 3167 which took effect on September 1, 2019.  A general summary of the bill is that cities and counties will now only have 30 days to approve or disapprove land development applications. The City of Austin has created a class of approvals which must be obtained as a prerequisite for acceptance of a development application for review.  Andy Linseisen, Assistant Director, City of Austin Development Services Department, provided an overview of the process for the City of Austin.  Updates were also provided on the changes within the department and what we can look forward to in 2020.

Topic: Jurisdictional Waters of the US

The Environmental Protection Agency and the Army Corps of Engineers signed a final rule to repeal the 2015 Rule defining “waters of the United States” and re-codify the regulatory text that existed prior to 2015 Rule. The 2015 Rule currently applies in 22 states, while the pre-existing regulations apply in more than half the states.  Find out what the final changes to the definition are and how they can affect local development.
